Is it true that

Seems easy but I can't affirm whether it is true or not.
Is it true that
$\frac{\partial}{\partial y} ( [\frac{\partial}{\partial x} F(x,y)]|_{x=0}) = [\frac{\partial}{\partial y} ( \frac{\partial}{\partial x} F(x,y))]|_{x=0} $
